On October 12, the Obama administration announced a one-year delay of  the W-2 reporting provision that will require employers to report the cost of health insurance coverage on their employees’ W-2 tax forms.

Section 6051(a)(14), added by the Patient Protection and Affordable Care Act, provides that the aggregate cost of applicable employer-sponsored coverage must be reported on Form W-2.  Instead of a mandatory reporting requirement, the draft 2011 W-2 tax form includes an optional line for employers to report the cost of employer-sponsored health insurance coverage.

According to IRS Notice 210-69, reporting the cost of employer-sponsored group health plans on the Form W-2 will not be mandatory in 2011. Relief for employers was deemed “appropriate” by IRS and the Treasury Department to allow employers time to adjust payroll systems and update procedures in order to comply with new reporting requirements.

Here are the answers to survey questions seniors were concerned about.:

• The new law will not cut basic Medicare benefits.

Only 22% of seniors understood that the new law would not cut their basic Medicare benefits. Almost twice as many seniors (42%) held the incorrect view that the law would cut their basic Medicare benefits, while 37% said they did not know.

• The new law is projected to reduce the deficit.

Only 14% of seniors were aware that the new law is projected to reduce the deficit. Many more 49% incorrectly believed it would increase the deficit. (According to projections by the Congressional Budget Office, the law will reduce the deficit by an estimated $124 billion over 10 years).

• The law does not cut Medicare payments to doctors.

Only 14% of seniors knew that the law does not cut Medicare payments to doctors; 45% answered incorrectly and 41% said they did not know.

• The law is projected to extend the solvency of the Medicare Trust Fund.

Only 24% of seniors knew that it is projected to extend the solvency of the Medicare Trust Fund.

• Medicare will now provide new, free yearly wellness visits.

Only 33% knew about the new, free yearly wellness visit Medicare will now provide.

However, a copay may also discourage people from seeking necessary medical care and higher co-pays may result in non-use of essential medical services and prescriptions, thus rendering someone who is “insured” effectively “uninsured” because they are unable to pay higher co-pays. If the insured cannot afford the copay, they effectively have no insurance (high copays can cause a false sense of security). Thus there is a balance to be achieved: a high enough copay to deter unneeded expenses but low enough to not render the insurance useless.
